Blanco Carrillo announced the appointment of Asaf Jiménez as a Partner of the Firm. Asaf brings more than 25 years of experience as a transactional lawyer, with a strong focus on the financing and development of infrastructure projects, including energy, ports, highways, water, railways, and hospitals. He has represented developers, financial institutions, investment funds, and government entities in the financing and development of projects under a wide range of public procurement and contracting schemes, including public works and long-term services, concessions, and public-private partnerships. His practice also includes regulatory advice and the acquisition and divestment of infrastructure projects.
In addition, Asaf has extensive experience in financing involving federal, state, and municipal government entities, representing them as borrowers. He also advises credit rating agencies on financings that qualify as public debt.
Asaf earned his Law Degree from Universidad Nacional Autónoma de México (UNAM) and holds an LL.M. from the University of Virginia School of Law (USA). Prior to joining Blanco Carrillo, Asaf was with Ritch Mueller for more than 25 years, including seven years as Partner. In 2006, he served as a Foreign Associate in the Projects and Energy practice at Clifford Chance US LLP in Washington, D.C. Asaf is recognized as a leading lawyer by Chambers & Partners, IFLR1000, and The Legal 500.

In mid-2025, Ana Vera joined the Firm as Of Counsel, bringing two decades of experience in corporate, financial, capital markets, and regulatory matters, gained both at leading Mexican law firms and as in-house counsel to multinational companies and family offices. In late 2024, Blanco Carrillo also welcomed Hernando Becerra, Partner and head of the Firm’s M&A and Infrastructure practices. Asaf’s appointment further strengthens the Firm’s senior team, enhancing its technical capabilities, management leadership, and negotiation strength to support clients on an ongoing basis with tailor-made solutions and hands-on partner involvement.
